Analyzing the Level of Treatment of Workers in Long-term Care Institutions and Improving Policy Direction - Focused on Elderly Care Facilities

Abstract
The purpose of this study is to analyze the current state of policy for the improvement of the treatment of long-term care facilities for the elderly and to present policy direction. To this end, we reviewed previous studies on the publicness and decent work of long-term care services, various laws and ordinances related to the improvement of treatment of long-term care workers, the first and second long-term care basic plans and the long-term care treatment improvement projects by central and local governments. As a result, the level of salaries of long-term care workers in elderly care facilities has been improved through various laws and regulations revision.
However, it is still lower than the salaries of workers in social welfare facilities proposed by the Ministry of Health and Welfare. Each local government is carrying out a project to improve the treatment of elderly nursing home long-term care workers, but the scope of the project is very limited. It is differentiated according to the occupation, age, and tenure of the employees. In conclusion, as a policy direction for improving the treatment of long-term care workers, firstly, the government should reorganize the system to secure equity for each type of social welfare facility. Second, create a decent job by strengthening publicity. Third, Actively play a role in improving the treatment of long-term care workers in local governments, and fourth, strengthened accountability for the improvement of treatment of long-term care workers in local governments.
